Yes that is possible. The largest Fatwa agency in the world Al-Azhar Dar al-Ifta al-Misriyyah has presented a study in this regard stating that the teaching of the Quran and Islam falls under the rule of “in the path of Allah”.
Allah mentions in the noble Quran:
The obligatory charity is only for the destitute and the really needy, and those who collect it, and for those in whose hearts the love of Islam needs to be instilled, and to free slaves, and to debtors, and in Allah’s cause, and to the traveller; this is decreed by Allah; and Allah is All Knowing, Wise. [Quran 9:60]
Based on this, there is no objection to giving Zakah to al-Husayn foundation to meet her needs to maintain the science of the Quran, Qira-ah and Islam.
The Ahnaf in this matter adopt a different model where the money is first donated to a poor person and then freely donated to an institution that maintains the teaching of the Quran, for example.
